Biography

Andrew is a practising member of the Scottish bar, having been admitted to the public office of Advocate in 1992.  He holds a number of judicial posts, including as a part-time Sheriff, Chairing Legal Member of Pensions Appeal Tribunal for Scotland, and as a Member of the Police Appeals Tribunal.

In the regulatory arena he chairs Fitness to Practice Tribunals for the Medical Practitioners Tribunal Service and the Scottish Social Services Council; he is a legal assessor to the General Osteopathic Council; and a member of the Faculty of Advocates Complaints Committee.  He holds appointments as Independent Examiner for the Institute of Chartered Accountants in Scotland and Independent Reviewer for Chartered Accountants Ireland.

At the bar, Andrew’s practice is in public and commercial law, and property litigation.  Prior to taking Silk he was the First Standing Scottish Counsel, the “Treasury Devil”, or principal junior counsel, for the UK Government in Scotland.
