Caroline Turnbull-Hall and Jonathan Prichard join the ARB Board

New Board Members Caroline And Jonathan

Following recommendations from the Minister for Building Safety, Fire and Local Growth, Alex Norris MP, the Architects Registration Board (ARB) is pleased to announce that the Privy Council has appointed Caroline Turnbull-Hall and Jonathan Prichard as Lay Members of the Board for a four-year period, with their terms having commenced on 1 April 2025.

Alan Kershaw, Chair of ARB, said:

“I am delighted to welcome Caroline and Jonathan as new lay members on our Board. Between them they will bring a rich depth of executive and non-executive experience from professions and organisations that are highly relevant to our work. This will support the ambitious and innovative programmes we have been developing over the past five years. Our team are working now to get them up to speed so that they can play their full part in the critically important decisions that the next phases of our work demand.”

Board members are responsible for maintaining and promoting the public’s trust and confidence in the integrity of both ARB and of the architects’ profession. The ARB Board is made up of 11 members, all appointed by the Privy Council. This includes one independent, non-executive Chair and ten non-executive Board members made up of five members of the public and five architects. A Board member’s tenure cannot exceed eight years (whether consecutive or not).

Please note that Members of ARB’s Board, including its Chair, are appointed by the Privy Council after consultation with the Secretary of State and such other persons or bodies as the Privy Council thinks fit.

ARB

The Architects Registration Board (ARB) is an independent professional regulator, established by Parliament as a statutory body, through the Architects Act, in 1997. It is accountable to government. The law gives ARB a number of core functions:

      • To ensure only those who are suitably competent are allowed to practise as architects. We do this by approving the architecture qualifications required to join the Register of architects.
      • To maintain a publicly available Register of architects so anyone using the services of an architect can be confident that they are suitably qualified and are fit to practise.
      • To set the standards of conduct and practice the profession must meet and take action when any architect falls below the required standards of conduct or competence.
      • To set requirements for and monitor the continuous professional development that architects must undertake, to provide assurance to the public about the continuing competence of the profession.
      • To protect the legally restricted title ‘architect’.

    Caroline Turnbull-Hall

    Caroline is a chartered accountant and barrister, specialising in regulation, with a focus on tax and professional services. She is currently a senior adviser in regulatory policy at ICAEW, and was previously a Director in Regulatory Affairs and Trade at PwC. She has served on both the ICAEW’s Conduct Committee and Regulatory Board, has experience as a Policy Adviser at the Office for Tax Simplification, and is currently a member of the Regulatory Policy Committee.

    Jonathan Prichard

    Jon served as a regular officer in the Royal Engineers for 19 years qualifying as a Chartered Civil Engineer in 1997. On leaving the Army in 2001, he then undertook a number of executive and non-executive roles in professional and regulatory bodies across the engineering and construction disciplines. He chaired the charity ‘Engineers without Borders UK’ for six years and was latterly a trustee for the Royal Engineers Museum. He is currently a visiting professor at the University of Surrey and a non-executive board member for the Defence College of Technical Training. He is also a Vice-President with the Institution of Royal Engineers. He brings extensive experience of professional regulation and governance to the Board.
